Regional authorities policy and priorities

 

The priorities and the principal policy orientations with respect to national minorities. The regional authorities consider the international stability as an important term of the economic reforms and the formation of market relations. Firstly, the priority was given to keeping the stability, the status quo, in ethnoconfessional relations. Such an approach was mentioned in “Agreement on public consensus and social partnership”, signed in 1996,where the special unit was devoted to the national relations (unit III, Agreement on public consensus and social relations in Saratov region, http://www.wildfield.ru/dom/v002.htm ).

The agreement was renewed in 1998 and 2000 (Agreement on public consensus and social partnership of 1998, Social Compact-2000 on consensus and social partnership in Saratov region”). As a principal target, improving the regulation of the regional models of the national and interconfessional relations basing on respecting the national dignity and being tolerant to various religions was stated in the Agreement currently in force.(http://www.gov.saratov.ru/governor/palata/ ).

 The two problems have been the most important for regional authorities since the beginning of the 90th: the territorial rehabilitation of the Volga region Germans and the intensive formation of new diaspora – national minorities’ representatives, coming from other Russian regions, Commonwealth of Independent States and the Baltic countries. To solve the fist problem, taking into account cleavage of society in views and national relations’ exacerbation, the authorities chose the extremely delicate policy, concerning both the support of language and cultural components to revive the traditions of Russian Germans and the concealed resistance to discussing the territorial rehabilitation.

The question of the national diaspora formation was primarily aimed at limiting the migrants’ inflow (such a policy was carried out more actively at the period of the most numerous inflow, having fallen on 1993-1995) as well as national and cultural development of peoples in the region.

Nowadays, in the terms of the relative national relations’ stability the main factor of national policy is national and cultural components. The most important tool of national policy is “Peoples’ social, national and cultural development in Saratov region within 1998-2001”Programme.

On the 15 February 2002, at the regional government session the next program in turn “Saratov region culture within 2002-2005”, envisaging cultural and potential development and cultural heritage keeping up, was being considered.
