Possible conflicts

  1. The regional administration considers the polynational migratory inflow as a precondition for interethnic conflicts (the Administration Head Resolution of 24/09/2001 ¹ 476 “On regulating the entry and sojourn of the foreign and other towns citizens”, preamble).
  2. The special consideration has been given to the train “Astrakhan – Dushambe” lately. (In the middle of November 2001, the Astrakhan railway men deported the new group of Tadjiks). Though, the question of its regular communication was positively solved. The Astrakhan authorities asked the Federal center to lengthen the way of the train up to the Russian regions, the Astrakhan railway station being not technically able to serve as a storage device for a large number of migrants.

    According to the Astrakhan Internal affairs Department the newly arrived from the middle Asia number thousands of people. The local authorities can’t take the serious legal measurers, since the legislation envisages fining at the rate 50 roubles (http// )

    Astrakhan region border with Kazakhstan stretches for 600 km. Introducing limits contradicting the federal legislation aggravates the problem. It results in directing the migrants’ flow from the Northern Caucasus to Astrakhan region.

  3. The criminal elements and terrorist gangs’ activities aggravate the interethnic relations. 20/08/2001 the explosion was set off in the biggest cloth market “Kirovsky” in Astrakhan. 6 persons were lost, more than 50 persons were wounded. Two basic versions are considered – the act of terrorism and “the criminal skirmish, the rumors of the first version being spreading.
  4. However, the Chechen Community doesn’t need the events, exacerbating, the interethnic relations, which are bad enough anyway.

  5. The intricate relations in Moslem spiritual Administration in Astrakhan threaten to worsen the internal and interconfessional relations. The factors, provoking such an instability are centrifugal tendencies of some mosques, whose leaders try to solve their personal problems by changing the internal jurisdiction as well as some political parties’ attempts to play around the Islam factor (
  6. Offering the separate registration of Astrakhan Tatars in the future census caused the definite tension. The latter (among them are Jurtov and Alabugat Astrakhan Tatars) have the obvious cultural and language peculiarities, and the linguists consider the Astrakhan Tatar language as an independent one. So, we can’t exclude intensifying the tension as far as the census date is approaching.
